Applicants are supposed to apply directly to Higher Education Institutions. Those who are going to apply have to be either a final year student or a graduate from a high school, equivalent to Turkish high schools. |

| Applications of those defined below will be accepted: |

Non-citizens, |
|
Turkish citizens by being born in Turkey who have a legal alienage permission from The Ministry of Interior and the children of those registered in the declaration of alienage who have the Document Regarding the Use of the Rights Given by Law no. 5203, |
|
Those who have double citizenships, by being born in a foreign country and by becoming a Turkish citizen later, |
|
Turkish citizens who have finished last three years of high school education in a foreign country except TRNC, |
|
TRNC citizens living in TRNC and those who have finished their secondary education in TRNC and have GCE A/L exam results. |
|
The ones who hold the citizenship of TRNC and have GCE AL Exam Results having completed private schools and high schools in other countries between 2005 and 2010. |

Applications of those defined below will not be accepted: |

Turkish citizens, (except the ones who have completed the last three years of their high school education in a country rather than TRNC), |
|
Citizens of Turkish Republic of North Cyprus (except the ones who have graduated from higher schools in TRNC with a GCE A/L degree and the ones who hold the citizenship of TRNC and have GCE AL Exam Results having completed private schools and high schools in other countries between 2005 and 2010),

Students with dual nationality one of which is Turkey (except the ones who have completed the last three years of their high school education in a country rather than TRNC), |
|
Students with dual nationality one of which is TRNC (except the ones who have completed their entire high school education in TRNC with a GCE A/L degree), |
|
Turkish citizens who have completed their high school education in TRNC.
